Governor Selects Former Dean for Ethics Panel

SHREVEPORT, La.—Dr. Robert "Bob" Bareikis, the former dean of Centenary College and now a Professor Emeritus of German, has been selected to serve on the Louisiana Board of Ethics by Gov. Bobby Jindal. Bareikis has a Ph.D. from Harvard University and was a captain in the Naval Reserve. He is also a former member of the board and will represent the 4th Congressional District.

Along with Bareikis, Jindal has appointed six other members to the Board, restoring a quorum on the panel after a mass resignation in June by former members who were unhappy with the governor's new ethics laws. Nine of the board's 11 seats are now filled, and two more are awaiting appointment by the Legislature, which is responsible for naming four members to the board.

The presidents of the Louisiana Association of Independent Colleges and Universities submitted 38 nominations to Jindal. He had to choose one for each of the state's seven congressional districts, and three of his appointments had to be Louisiana-licensed attorneys, according to state law.

The other six newly appointed members are:

Mary Dumestre of New Orleans, an attorney at the Stone Pigman Walther Wittman law firm. Dumestre is the former chairwoman of the Hearing Committee of the Louisiana State Bar Association Office of Disciplinary Counsel and was the editor in chief of the Loyola Law Review. She will represent the 1st Congressional District.

The Rev. Gail Bowman of New Orleans, the chaplain at Dillard University, where she also is an assistant professor. Bowman is a graduate of Harvard Law School and the Howard Divinity School. She will represent the 2nd Congressional District.

Jean Ingrassia of Gonzales, a retired U.S. administrative law judge with more than 12 years of federal experience in Social Security and worker's compensation cases. Ingrassia is a former Sister of Mercy and a graduate of the Columbus School of Law at Catholic University. She will represent the 3rd Congressional District.

Grove Stafford Jr. of Alexandria, a retired attorney at Stafford, Stewart and Potter. Stafford is a graduate of Tulane Law School and is the former president of the Alexandria Bar Association. He will represent the 5th Congressional District.

Scott Frazier of Baton Rouge, an attorney at Kracht and Frazier. Frazier graduated from LSU Law School. He will represent the 6th Congressional District.

James "Jimmy" Boyer of Lake Charles, a self-employed attorney with more than 50 years of experience. Boyer is a former judge advocate general for the Air Force and former city attorney for Lake Charles. He will represent the 7th Congressional District.
